Papers must be submitted using the TCMS submission system. New submissions go simultaneously to the Managing Committee and to the receiving editor chosen by the author(s). The details of the paper and its electronic location are entered in the Editorial Log of TMJ which is accessible to all members of the editorial board.
Receiving a paper submitted to TMJ by the online submission form the editor should personally make quick decision at least in 15 days (what we call quick pre-refereeing) whether this paper is suitable. If the paper is far from receiving editor’s interests, it should be returned immediately to the Managing Committee which will seek another appropriate editor who is willing to act as responsible editor for the paper. If the paper doesn’t satisfy TMJ standards, for instance if the paper is clearly of low level, or the English and the exposition are badly written, then such paper should be recommended a priori for rejection. In case the paper is suitable, the receiving editor takes the responsibility for this paper and sends it to a referee. All this information should be sent by the receiving editor to the Managing Committee no later than 15 days as mentioned above, personally to Dali Zangurashvili (email@example.com) who is the Editorial Assistant of the Managing Committee.
Any editor may submit a paper for TMJ to another editor. Papers submitted by editors are treated exactly as other papers except that the author is excluded from discussion.
The editor is responsible for finding referee(s), insisting on two as appropriate, for obtaining one or more suitable referee reports and trying to get reviews in a reasonable time of six to twelve weeks after submission. The editor is responsible for negotiating with the authors any major rewriting requested by the referee(s) and for making decision on recommendation for acceptance or rejection. If consensus is reached with the referee(s), before recommendation on acceptance the responsible editor checks whether referee(s) comments are taken by the author(s). For the recommendation one referee’s report may be sufficient, if it is strongly positive or negative. Responsible editors should not themselves serve as sole referee except in cases where a case of rejection is clear.
The responsible editor sends his or her recommendation (together with a pdf file of the recommended paper and the referee(s) report(s)) to the Editor -in-Chief (to the Editorial Assistant). The Editor-in-Chief will follow the recommendation of the responsible editor, but it reserves the right to solicit further advice. The Editor-in-Chief makes final decision on acceptance or rejection of submitted papers. Acceptance and rejection letters are sent to the author(s) by the Editorial Assistant.
After a positive decision the author is informed that his or her paper has been accepted and asked to send in time the final LaTeX file to the Editor-in-Chief at inassari-at-gmail.com and to the Editorial Office at inassari-at-yahoo.com for publication.
The Managing Committee will try to limit the number of pages per volume to 400. If necessary, accepted papers may be held over for publication in the next volume. The Managing Committee may invite guest editors for ‘Thematic Corners’. A thematic corner may consist of three to five closely connected invited papers plus a short editorial introduction written by the guest editor(s). The papers invited for a thematic corner will be refereed according to the standards for regular submissions.
